What questions should I ask to decide on a great website developer/designer?

I am wondering what the best questions are to decide on a great website designer. I want good back-up and support, good SEO and great asthetic. I also want to be able to pretty much look after the site myself once it is initially set up but it is important that I get great stats from my site, about how people are using it. Is it really THAT important to have 24/7 support? Everyone TALKS about SEO but how do I know where I will end up in a search? Are all the stats reports the same?
