Deregulation was put into place by state governments and is very highly regulated by local utility commissions. Despite its youth, it is recognized nationwide as beneficial to consumers because removed part of the monopoly held by local utilities and invites in competition and innovation. There are many successful energy supply companies out there who compete to bring value to consumers.

New York, it is the New York State Public Service Commission.
New Jersey, it is called the New Jersey Board of Public Utilities,
Illinois it is the Illinois Commerce Commission.
