Maybe, if you look at the concept of http://www.ning.com/ which may give you some answers, to register for free, and use their apps, and how you can build that way. It may give you ideas if you wish to transalate your ideas to a web programmer or use Ning.
Although to get rid of adverts, you'll have to pay but still, it does not harm to look, see, and get ideas and put them down as notes.
