I am marketing a program and it has really helped me build my list through people that opt-in. The best way to build your list if you don't want to pay money is by starting a blog and building relationships with other like minded individuals. You want to make sure to add an opt-in or newsletter option so people can subscribe.

You have to determine who your target market it. The best definition of your target market is when you make the most money in the least amount of time. What would attract your particular target? As a woman, I have to say, I do not get excited by ugly sales pages. I prefer something more inviting that offers something of value to me. An ebook, video or special report for free is a great way to get people to opt in to your list.

The next quickest is have something to give away (or something valuable that you can sell cheap) then send lots of traffic - Adwords is the most effective but will cost you, depending on what keywords you are targeting.
