Today I received an email promoting a new (well, new to me) way of advertising on all main search engines - e-billboards. The link is http://www.ebillboardsadvertising.com/index2cb5.html
Just enter your url and your keyword and click on 'online demo'.
It's pretty cool, a sure way to be always on top of all searches, and no PPC fees. But I did not call for a quote, I assume it is fairly expensive. Anyone has any experience with this type of advertising?

It looks like spam-vertising to me. It's just a frame above Google. They don't own google meaning they're manipulating it from the outside. The only way to do that is to run your own instance of Google in an iFrame or something like it.
In my experience this means these people most likely trick, or convince people to download and install a spyware type application that then transforms their instance of Google in their browser into their hybrid. I would research it further before sending any money their way. I personally would not sign up for their list.
Google the company, the product etc.
There are better ways to get to the top. Through SEO & PPC. In the near future I'll be launching a course on those topics as well as everything else internet marketing related. There is too much garbage out there, I intend to bring it all into one big product that teaches all you really need to know. =)

I recieved a cold call from a company that mentioned it will do the
same for me and my website. They wanted like 4,000 dollars.
I told them i will get my funds ready and will call them right back

If i were you...i would be very careful with companies like that.

Yes, that's what I found very strange too. But only a day after the email, some strange frame ads started to pop up on my computer all over, including Better Networker. They looked almost real, as they would say something like "Thank you for being part of Better Networker" and then went on, trying to sell all kinds of things (completely unrelated). It was some ads by Primawega. I don't think the e-billboard is the same, but it most likely work on similar principle, as it was explained above and the ads would actually appear only on infected computers.

Seems like your money could be put to much better use. Using regular AdWords with the same money would yield better results.

Someone trying to take advantage by offering you this great deal to gain access to your computer, and once they're in they can do whatever they like and you'll most likely not know anything about it until its too late. Unfortunately people will probably fall for it thinking its quality Google advertising at a discount price - something for nothing.
We all know there's so much scamming and conmen out there you really need to be careful about any of these programs, get rich quick systems etc because as we know 90% of this stuff doesn't work.
