for me, http://www.trafficswarm.com/go.cgi?1053401 is probably the biggest paid lead generator (you can sign up for a free account, but I don't have time to click all day) and the biggest free one is classified ads (get them placed in bulk with fiverr gigs) and my website with lead capture page.

TheFind for me is the best followed by Google Adsense and Craigslist.

There are Some Great Responses here, that contain some old Favourites, Traffic Swarm, Facebook Etc Craigslist.

Personally, while Traffic Swarm is Good, you need to be able to Click on it, for a minimum of 30 Minutes Each Day ( fine if You have the time), I found that although I got tons of hits, I very rarely got Click Throughs.

I tend to use All The Social Networks, and My Tried and Trusted Blog, as that gets sentn out to a variety of places. However to Blog Effectively You Need to Be Really Good at Copywriting, in order to write a complelling Article. It is the Smartest way I have found of Marketing ( so far!)

The best source of leads is PEOPLE!

It doesn't matter what system you use. The best way to GET LEADS is to connect with people. You can post ads for free on lots of sites. The problem is that EVERYBODY is posting THEIR ADS and they could care less about yours.

You can hand out hundreds of flyers and business cards. The odds of someone calling you or visiting your website is about 2%. It's NOT worth the cost. Unless you have someone's phone number to call them and follow up, you are wasting your time and money on that endeavor.

Mmmm... There are lots of Variants here in This Thread, which is good, as Variety is the Spice of Life.

I tend to use, as a result of having read & Re~ Read Magnetic Sponsoring Several Times, My Own Social Profiles, which are set up in Such a way as to Generate Tons and Tons of Free Traffic.

By Far The Best Way I have, which is linked into that is Article Writing. This However requires Good Skill, to hone your Copy down so that it attracts The Exact People You Want, so you become the Hunted & Not the Hunter.

Craigs list has tightened up a huge amount now, as it was getting spammed, but Marketing Does require Outside the Box Thinking & Consistency.
