I would recommend FeedBurner. It is easy to set up and deliver-ability rate is high. Just set up an account with Google at http://feedburner.google.com. Enter you current feed URL from your blog into your new account. Once you get started you can play around with the options.

You will want to go with http://feedburner.google.com. They are very easiest to understand. They also are owned by Google, which means if you have a Google login already then signing up will be very easy!

What RSS Feed Submission Service Would Your Recommend?

If I'm understanding your question correctly, you want a service that submits your RSS feed to various RSS directories?

Personally I use an application called RSS Submit which is awesome - http://www.dummysoftware.com/rsssubmit.html

The cheapest option works fine, but if you want to spend less, you might still find one at Incansoft - http://incansoft.com/Catalog.php

The best RSS submission software I've found out there is Web Traffic Genius.

Most RSS software only submits your root RSS feed for your site, but this software makes rss feeds out of individual posts (or just static webpages) and submits them to RSS directories individually each time a new post is made on your WP blog.

So what that means for you is that you get links from RSS directories (20+ are included, and you can include as many as you want) going to each individual blog post (or any other kind of static site you choose). You can even go back and create feeds and submit them for old posts.

Plus, the guys are super helpful from a customer service standpoint and are super knowledgable about SEO in general.

I would recommend RSS Bot by Incansoft. Cheap and does a great job.
