I'm looking at having some custom banner ads created.

Any suggestions?

What kind of budget are you thinking, how many do you want created, what kind of niches/styles/etc? You might even be able to get some done on the cheap from other users here.

I'm looking for an online service or a program that I can purchase and use myself to create some customized banners for banner advertising campaign.

I use a company called Banners Mall for my banners. You can order as few as one banner/button or a whole set of all different sizes.

Here is a free solution. Download GIMP2 (just google it) this is a program like photoshop, but it is free.
Then google How to use GIMP to creat banners, how to use GIMP to create Headers or Whatever.
