You cab google a page that checks the PR of any website you type in. You can find the the page rinks of article directories and forums and put up content on those pages that link back to your website.

If we talk about the high page rank site then it is the site which is getting the traffic and to the get business the advertisement is compulsory.You can get the page Back link with the help of the signature and by the user name that you have used while post the comment.

If this was, then I would have a list of spam websites that i would point to my competitors and take over the first page.

If a website has a page rank of 9. That means this website is very trustworthy in Google's eyes.
So even though you might have a backlink from a page that is PRn/a or PR0 from this PR9 website, that backlink still packs punch for SEO power.
That is why you might find some PR0 websites on the first page next to PR4 pages. It's because the reputation of the entire website is very good.

It is important that authority sites that rank to you. Will a link from a n/a page give you much in regards to ranking? More than likely not, at least not with my experience. What I have found out is that if you ONLY have links from high PR sites, Google may not give them the full link juice. They look for ways that people are trying to game the system.
Here are a few ideas that can help you find the higher quality links on a site though.
1)[Mentioned before] Install SeoQuake in you browser. I actually use MozBar as well, but SQ show Google's Page rank. Once installed check out the various forums, go to the Google search bar[Google home page] and type Site:http://www.[domain].com "reply". This will show you a list of all of the highest ranking PAGES on the site that has a reply prompt on the page. Sites may vary BUT, generally this is the prompt for a forum. 2)Same method as above but with blogs. As we know, blogs generally have much more page rank. If a blog has a featured blog post or something similar on the home page, this generally means much better page rank.
2a)There is a new blog plug in that people are using called ComLuv. For those who don't know, this is a SEO friendly plug in that makes linking back to you blogs very easy. Some of them even allow you to easily attached your keywords with out looking like spam. I love these sites for a couple of reasons. One, the community that are actively using them is very friendly. You start to know who are the top bloggers in the scene, thus you can leverage this for guest blogging opportunities. These just a few ways to help find the high PR pages and links. Hopefully this helps.

Just find a high pr site, then insert its website into siteexplore.info, then you will see all the backlinks of it, and there is no limit.
