How I can set up meta keywords and its description

I am assuming that you are using Wordpress.org.
If you are using the default installation of WordPress.org, then it does not contain meta tag and description information.
You need to add them with a plugin or manually change it in your Theme templates. Of course, some themes, such as Thesis, include them for your editing pleasure.
If you don't have such a theme, I recommend installing the Platinum SEO wordpress plugin and configure it as per the directions http://wordpress.org/extend/plugins/platinum-seo-pack/
The Meta tags aren't that important, but the Meta description should be engaging so that the reader wants to click on your link.
Something people often forget to do, but is very important: Set up your categories and then set your permalinks settings/permalinks in custom to this: /%category%/%postname%/.
If you are looking for good category ideas, do a google search of your primary keyword and the use google's wonderwheel to get category ideas (for the wonderwheel, look at the the left side of the search results and click on "more search tools")

if you're building a static website then enter your meta- tags after your <head> Tag and before your <Title> tag

There are good how-to's here if you're using wordpress, but I'll advice you to reconsider
including your keywords to target in the 'keywords' tag.
That's a great way to gain more competition in your niche.
(How? Other marketers can easily get that list if they see your webpage's source code)
While it might sound kind of "wear" that i advice you this, I've seen with my own
eyes how this meta tag has lost value in the eyes of the Search Engines.
As long as you have strong links to your content, you'll get indexed and highly ranked.
P.S: i do find it valuable to use the other tags like: Title, Description, etc...
including your keywords to target in the 'keywords' tag.

Meta tag is very important for the promotion,it of to be said that it is a beginning step towards promotion.It is in the head tag containing the description.
