I have recently built a new website and blog should i submit them to the search engines or allow them to be indexed naturally?

You should give backlinks to your site. If crawler didn't know your site then it's impossible to index it. Give backlinks from your high traffic sites or high PR and/or submit your site to bookmarking sites and ping it. There are so many ways but be sure you have a backlink.
