Quite realistically, you'd have a hard time herding 10,000 cats all in one direction, especially on horseback!
In order to get a cat to go where you want it to go there has to be a personal relationship (or free food!).
You have to get personally involved and nurture it in order to teach it things that will be beneficial to its welfare. Such as doing tricks ...to get free food! Or using the bathroom where you want it to so it doesn't get kicked out of the house. (I hope all of the people that want to work with me already have the bathroom thing figured out...)
And if you know what you're doing you'll bring the good ones into town!
